Here are the pre-code titles that ran only one issue (by publisher):

Ace
Challenge of the Unknown #6

ACG
The Clutching Hand

Avon
City of the Dead
The Dead Who Walk
Diary of Horror
Eerie Comics (the 1947 version)
Night of Mystery
Phantom Witch Doctor
Secret Diary of Eerie Adventures (contained 4 unsold comics in a new cover)

Baily
Spook Comics (usually not counted as horror, but I think it qualifies)

EC
Three-Dimensional Tales From the Crypt
(Three-Dimensional EC Classics was non-horror)

Quality
Intrigue (Web of Evil reprint)

St. John
House of Terror (3-D reprints)

Trans-World
Mysterious Traveler Comics (some don't consider it PCH)

Ziff-Davis
Eerie Adventures (dropped after legal action from Avon)

And a few questionable examples:
Ajax/Farrell
Voodoo Annual (not really a one-shot, 3 unsold issues in a new cover)

Comic Media
Terrific #14 (this was actually just Horrific #14 retitled, Overstreet lists a #6 but that was called Wonder Boy on the cover and only called Terrific in the indicia and was a superhero comic)

Fawcett
Unknown World (not really a one-shot as it was retitled Strange Stories From Another World with #2)

Worlds Beyond (ditto - retitled Worlds of Fear)

Premier
Horror From the Tomb (ditto - retitled Mysterious Stories)

Toby
Tales of Terror #13 (actually the last issue of Tales of Horror, retitled)

- Anti-Atlas Guy

I WOULD LOVE TO SEE MORE ONE SHOT STORIES LIKE THIS, AS LONG AS THERE AS GOOD AS THIS ONE! THE ANTI ALAS LIST HAS ALOT OF COOL SOUNDING STUFF, DO YOU HAVE ANY OF THESE?

I have City of the Living Dead and Fawcett's Unknown World... I believe I've posted one story from Horror From the Tomb, I'll have to dig it out and see if there's anything else worth putting up.

If anyone would like to contribute anything else from Anti's list please email me.

Of the ones on my list, I have scanned versions of the following:

ACG
The Clutching Hand (parts of it in B&W reprints)

Avon
City of the Living Dead
The Dead Who Walk
Eerie Comics (the 1947 version)
Night of Mystery
Phantom Witch Doctor

Baily
Spook Comics

Quality
Intrigue (Web of Evil reprint)

St. John
House of Terror (3-D reprints - I like this one. I don't know if anyone else would but if you don't have 3-D glasses, it wouldn't work anyway)

Fawcett
Unknown World

Premier
Horror From the Tomb

Toby
Tales of Terror #13

- Anti-Atlas Guy

Night of Mystery was really bad, as I recall. Knockoff stuff.

It turned into an episode of Lassie in the middle. Anne was trapped in the old mill and faithful ghost Kent led Dr French right to her.
